If you have a populated a measure, then you can populate N/A and zero in other fields.
Each of the sub asset types are required fields in the XML.
If there is no measure to report this field is not a required filed in the XML. If there is no measure you can report N/A or zeros.
If the measure column is blacked out in the excel the code will not appear in the XML.
